basically you need a tokenizer, where ";" is a token. it's probably enough to have junks of tokens that do not contain ';' and are no string litterals ('abc', "efg"), don't forget escapes like "\"" ... and comments like --.*\n and /* ... */
so, a somewhat limitted tokenizer will do it. it can be done using a regular expression like (comments not taken into account in sample below)
instead of code use one of the many online regex testers, like regex101.com
