Just go through the entire list, remove delimiters as you encounter. You will have
0 and 1s after one pass.
Is it that simple or am I missing something?

Use a regular expression with the pattern that matches numbers.

python example that will print a list of numbers.

import re
str = '!#&7413!12301!147a14x90'
lst = re.findall(r'\d+',str)
print lst

This is encoding problem

"0 !! 1 !!! 1 ! 0" can be represented as "0110" and "231" by counting number of ! and converting it to a number. Both the above numbers can be converted using base2 and base3 conversions
